There may not be a name for them in the singular. They have no use, so people tend to throw them away. However, most people allow them to accumulate in the hole punch’s receptacle designed for that purpose, and only think about them when it gets full, and even then give the collection of them no thought about what they are called until they spill all over the carpet. Then they say “Get the vacuum cleaner so I can pick all this crap up.”
